This ordinance approves additional engineering fees associated with the construction of the WiIiams Place Sewer Project located along Walnut St. between Allen St.· and Vine St. These additional fees were attributed to the installation of the overhead sewers in the homes affected by the project and the additional time required to oversee the construction.

AN ORDINANCE AUTHORIZING PAYMENT TO JACOB MAXEDON, A CITY OF SPRINGFIELD FIREFIGHTER, FOR A PRO SE SETTLEMENT OF WORKERS' COMPENSATION CLAIM NUMBER 13294C747397
Jacob Maxedon was employed as a firefighter with the City of Springfield on September 2, 2013, and reported pain in his right shoulder after performing an overhaul of a ceiling during an active fire. He treated conservatively and due to continued complaints was sent for an MRI which revealed a superior labral tear. Mr. Maxedon underwent surgical repair in May of 2014 and was able to return to work full duty in September of 2014. Mr. Maxedon requested a pro se settlement and is willing to settle his case in the amount of $25,000.00 representing a permanent partial disability equivalent to 7% loss of use man as a whole. CCMSI, the city's third party administrator, recommend payment in the amount of $25,000.00 to Jacob Maxedon to settle his workers compensation case for claim number 13294C747397, IWCC case number pending

AN ORDINANCE ACCEPTING BIDS AND AUTHORIZING THE EXECUTION OF CONTRACT UE16-09-49-COAL HAULING FOR A THREE-YEAR TERM WITH MCLEOD EXPRESS, LLC IN AN AMOUNT NOT TO EXCEED $8,850,000.00 FOR THE OFFICE OF PUBLIC UTILITIES
This is a standard, recurring contract for coal hauling and backhauling of coal ash. This ordinance accepts Contract UE16-09-49 with McLeod Express, LLC ("McLeod") for a three-year term in the total amount not to exceed $8,850,000.00, for hauling coal by truck from the Viper Coal Mine in Elkhart, Illinois, to the Dallman Power Station. This contract also provides for ash hauling from Dallman to the Viper Mine for a three-year term. The term of the contract is January 1, 2016, through December 31, 2018, unless terminated by the City sooner with 60 days' notice. The coal hauling rate is $2.42 per ton, the ash hauling rate is $1.49 per ton from the Power Station and $1.99 per ton from the Ash Pond. The hauling rate is subject to a fuel adjustment determined by the cost of No. 2 fuel oil. The fuel adjustment will be made bimonthly based upon the Midwest Rack Price. The minimum projected coal delivery requirements are 1.2 to 1.5 million tons annually. There were 2 bidders on this contract. Beelman Truck Co. ("Beelman") is a local vendor, however even with the local vendor preference applied, McLeod was still the lowest bid. as bid was in 2012. Beelman was awarded the last contract at the rate of $2.87 per ton.

AN ORDINANCE APPROVING AMENDMENT NO. 1 TO AN ELECTRIC INTERCONNECTION AGREEMENT WITH THE VILLAGE OF CHATHAM, ILLINOIS, FOR THE OFFICE OF PUBLIC UTILITIES
This is a new ordinance amending our existing contract with the Village of Chatham, Illinois ("Village") for an interconnection of electric facilities. Ordinance 355-06-01 approved an agreement with the Village regarding the interconnection of electric facilities between CWLP and the Village. This ordinance authorizes Amendment No. 1 to include 2 new substation locations, Chatham Main and Chatham Independence, to be added to Schedule C of the agreement. Amendment· No. 1 also adds language requiring that when the Joint Operating Committee institutes measures, the standards and requirements of the respective parties Reliability Organizations are not compromised. All other terms of the agreement remain unchanged

This ordinance is to increase the number of Class "B" liquor licenses by one for RTP Liquor, LLC. d/b/a Five Star located at 1249 Toronto Road. A Class "B" liquor license shall entitle the licensee to sell alcoholic liquor, in the original package only, for consumption off of the premises, but shall not authorize consumption on the premises and is a 1 a.m. license.
